Should Congress block any attempts at expanding future troop levels in Iraq?

I’m not asking about the “surge”. I’m asking about anything after those troops arrive in Iraq.

Congress can only block additional troops by refusing the funding for them.

That refusal will make them seem against the trooops so that legislation won’t pass.

John Murtha (Rep Pa Democrat) is trying a roundabout way of defunding by making it so troops have to be “trained” for a long time before they are allowed to go into combat.
