Cards To Troops

I want to get a care package in place for the troops through my work. Where do I start?
My friend was stationed in Iraq for a year so I know how the soldiers take to get packages and mail. He left the army we are not really involved in particular with his unit (which not in Iraq) and we are not sure how to contact a group of West Germany. I just started a job with a human resources company semi-major and I would like start something at work which involved sending packages / cards / letters / etc for the troops. Where do I start?
