Before he leaves office, can President Bush obligate us to provide troops to Iraq’s government for a set period of time?
I am told this is what he’s trying to do.

Legally, no. Not without signing a treaty, which the US Senate has to ratify. However with Congress being asleep at the switch (or more accurately, way too busy lining their pockets to actually do their jobs) and most Americans too busy watching American Idol..he might very well get away with it.
